Abstract

 The research aims to clarify the concept of the rule of "custom is decisive" and its legal evidence, and its role in financial rulings related to changing the currency in the event of proven debt, as well as highlighting the most important controls on changing the value of money and the ruling on determining it in Islamic jurisprudence. The researcher follows the descriptive analytical approach; to reach the desired goal of the research. The importance of the research appears in that it keeps pace with developments related to financial aspects, and also emphasizes the importance of changing the monetary value in the movement of economic activities and contributes to clarifying the rulings related to determining the value of money. The problem of the research is summarized in what we see today in the lack of knowledge and awareness of the jurisprudential rulings related to changing the value of money between cheapness and high prices, which led to falling into the forbidden for many traders; This negatively affected the interests of individuals in particular and the economic activity of the country in general. From the above, the research problem focuses on the main question: What is the decisive custom in changing the value of paper money and its effect on paying off debt? The research paper was divided into three chapters concluded with results and recommendations. The first section defined the concept of the jurisprudential rule (custom is the rule) and its legal evidence, the second section analyzed the concept of money and its types, and the third section explained the ruling on paper money and its effect on paying off debt.
