Abstract

This paper presents an applied study that investigates the interrelationship between the applications of  Total Quality Management and the pillars of administrative governance, considering them as drivers for economic development. The research aims to explore how institutions can enhance quality standards through governance practices based on the principles of justice, accountability, and transparency, thereby solidifying their contribution to sustainable development. Al-Haytham Institute for Administrative and Financial Sciences in Misurata, which recently received academic accreditation, was selected as a case study. The research employed a dual methodology, combining a theoretical framework derived from previous studies with a field questionnaire designed to measure the practical impact. The results showed a strong and statistically significant correlation between Total Quality Management applications and administrative governance mechanisms, where administrative governance clearly defines responsibilities and enhances stakeholder participation in decision-making. The findings also revealed a tangible statistical effect of governance applications on the quality of educational processes, which positively impacts the preparation of qualified graduates capable of contributing effectively to economic development. The study recommends the necessity of holding specialized workshops and training courses for staff and administrative leaders to enhance their understanding of governance's role in improving performance and facilitating review and auditing processes. This will grant institutions a sustainable competitive advantage and reinforce their role in achieving comprehensive development.
