Regulatory policies for migrant workers in Libya (2000-2024)

Abstract

The issue of migrant labor in Libya represents a critical security, economic, social, health, and regulatory challenge, requiring the development of a purposeful and robust public policy. This study aimed to clarify the importance of regulatory policies for migrant labor in Libya, examine the policies and legislation related to regulating migrant labor, and identify their shortcomings. The study adopted a descriptive and analytical approach, describing and analyzing the phenomenon. The study concluded that the fundamental problem lies not in the absence of laws, but rather in their weak implementation, a result of administrative confusion, political division, and the lack of a unified national strategy to regulate labor, despite the multiplicity of laws and decisions aimed at controlling and regulating migrant labor. The study recommended the need to activate and update existing laws and legislation to suit current circumstances, while emphasizing the need for practical implementation by  the relevant authorities.
